Below is a general outline of the role assigned to the Benefits and Risk Management Division in relation to all Tribal employers.

Benefits and Risk Management

Responsible for coordinating and managing comprehensive and cost effective benefits and risk management programs for employees at all Tribal employers.  These programs include health, pension, life, disability, unemployment, EAP, along with property, liability, workers' compensation, catastrophic coverage, contractual risk management and associated claims and loss control services; management and coordination of safety activities to ensure implementation of safety initiatives throughout the organization and support of management in the implementation of safety solutions to enhance operational performance; and contract review to maximize favorable indemnity language for the Tribe.

Compliance

Responsible for ensuring compliance with organizational and external policies and procedures, laws and regulations in the areas of payroll, benefits, employee data and risk and safety management; oversees the preparation of benefits-related reports and applications required by law to be filed with federal and state agencies, such as Internal Revenue Service, Department of Labor and other regulatory agencies.  Responsible for annual ERISA pension audit, benefit-related regulatory filings, and required employee communications.  Provides data and analysis for special projects and internal audits, as requested.

Human Resource Management System

Responsible for developing and overseeing the Human Resources Management System (HRMS), including resolution of system and data issues; strategies and implementation of revisions to the HRMS application or its data, and related applications; oversight of the process by which updates are made to the HRMS; research and development of new applications within the HRMS, or related to the HRMS, providing implementation assistance, as needed, to include managing outside consultants and internal project teams; management of system security to maximize internal control over data; management of data feeds between HRMS and third party vendors; management and coordination of new paygroup setup and systems-related training.

Compensation

Participates in compensation plan management and related policy development; responsible for ensuring compliance with all compensation-related policies and procedures; develops and maintains compensation tables and other systems-related functions; coordinates system and policy updates; and ensures compliance with all employment agreements initiated by the Tribe, or its employers.

Policy Development and Review

Participates in the development of, or revision to, various personnel and program policy initiatives, as requested.  Provides policy and procedural resources to support organizational initiatives.  Coordinates resources between the Tribe’s employers to share policy and process knowledge and documentation.
